Mr. Market/GARP? Possible?

Value Line's GARP/Momentum strategy has been their best returning stock screen. Is there any way to incorporate GARP into Mr. Market's strategy? Maybe take the data dump, sort the top 10 by 12 month revenue growth and then buy the 1 with the lowest PEG or even buy the 5 with the lowest PEG. Or maybe sort the top 10 by Appreciation/PE and then buy the lowest PEG. Just an idea or two. Not that it will necessarily work or anything.
